In my skimming of these memos, they appear to be an exploration mostly of how natural diseases attack and how the body defends against them, with recommendations for pinning down many of these mechanisms. Certainly, the recommendations are ruthless in their suggested exploitation of animals in order to learn these things; but I see no suggestion whatever that the intent of doing so is to find a way to make people ill.
